The White House's 'Winning the Race': America's AI Action Plan and Three Same-Day Executive Orders

On July 23, 2025, the Trump administration released "Winning the Race: America's AI Action Plan" and signed three executive orders the same day (White House release, 2025-07-23; the plan as a PDF).

Three pillars and over 90 policy actions#

The White House release says the plan "identifies over 90 Federal policy actions" across three pillars: Accelerating Innovation, Building American AI Infrastructure, and Leading in International AI Diplomacy and Security. The plan's own table of contents is organised the same way.

The third pillar is the one most often mis-stated: its official name is international diplomacy and security, and items such as exporting American AI to allies and partners, countering Chinese influence in international governance bodies, strengthening AI compute export control enforcement and plugging loopholes in existing semiconductor export controls are policy recommendations under that pillar — not pillars themselves.

The three executive orders signed that day#

How it relates to the previous administration's order#

The plan states it directly: "President Trump rescinded the Biden Administration's dangerous actions on day one," with a footnote pointing to Executive Order 14110 of October 30, 2023, "Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence." The plan itself stems from Executive Order 14179 of January 23, 2025, "Removing Barriers to American Leadership in Artificial Intelligence." It frames AI as a race for global dominance rather than starting from risk management.
